Tajikistan-China top-level talks

This morning official top-level meetings and negotiations have been held between Tajikistan and China in Beijing in the framework of state visit of the President of Tajikistan Emomali Rahmon to China.

At the beginning of top-level meeting head of Tajik state Emomali Rahmon repeatedly congratulated Xi Jingping on the occasion of assuming the supreme post of the President of the People’s Republic of China and stated: “The relations with the People’s Republic of China are of permanent priority in the foreign policy of the Republic of Tajikistan”.

It was also stressed: “Good-neighborly relations between the two countries rely on similarity of positions on all regional and international issues, as well as firm harmony of promises and actions of China in the development of wide-ranging cooperation with Tajikistan”.

Chinese President Xi Jingping, with reference to solid legal base and bilateral confidence, stated that “the People’s Republic of China will also further support the stable socio-economic development of Tajikistan and strengthening of bases of national independence of this friendly and neighboring country”.

With satisfaction over the sustainable development of economic and trade cooperation, it was in particular noted that yet in 2011 the trade turnover between the two countries exceeded 2 billion USD. As it was mentioned, China is among the three greatest commercial partners of Tajikistan and its contribution to foreign investment in the economy of the country is equal to 40%.

It was expressed interest in the expansion of cooperation in domains of energy, transport and communications, mining industry, agriculture, information technology, science and technology, education, culture, tourism and etc.

The Tajik President Emomali Rahmon proposed to work out and adopt a Programme of Multidimensional Cooperation between the two countries for 2014-2019 in order to raise the relations between Tajikistan and China to strategic level. Moreover, the opening of direct air route between Dushanbe and Beijing has been considered necessary.

At the end President Emomali Rahmon invited the President of China Xi Jingping to pay an official visit to Tajikistan in any convenient time.

Following the negotiations, 8 new cooperation documents have been signed:

Joint Statement of the Government of Tajikistan and Government of China on Economic and Technical Cooperation;

Protocol on Cooperation between the Ministry of Agriculture of Tajikistan and Main Department of Control of Quality and Quarantine of China on Phytosanitary Requirements for Export of Fresh Fruits from Tajikistan to China;

Agreement between the Committee for Youth, Sports and Tourism under the Government of Tajikistan and Main State Department for Physical Training and Sports of China on cooperation in the area of physical training and sports;

Credit Agreement between State Savings Bank of Tajikistan “Amonatbank” and State Development Bank of China;

Two credit agreements between Ministry of Finance of Tajikistan and Export and Import Bank of China on financing of project “Safe city” on management of automatic network of automobile roads and project for reconstruction of 500-kV power substation Regar;

Memorandum of Understanding between Ministry of Energy and Industry of Tajikistan and company Dong Ying Heli Investment and development co. LTD of China on construction of an enterprise for processing of oil in southern Tajikistan.
